Camstream is dead by upstream since 2006 !
I think camstream should be removed from Ubuntu and Debian, because this
software doesn't work at all, see for example this bugreport:

Hi Björn,
the problem was fixed by a manual install of the missing packages. It was a
problem in the upgrade process only. Right now everything is working.
