this was the solution. I temporarily introduced the edgy-sources into
the apt-list, upgraded the locales package and removed the edgy-sources
then from the sources.list

in Kubuntu 6.06 looks like that /var/lib/alsa/asound.state is resetted at every
boot.
To reproduce:
- change some values using alsamixer
- save them: sudo alsactl store
- look at the content of /var/lib/alsa/asound.state to see your chang

sysvinit never owned its configuration files (in particular,
/etc/inittab) so I followed that lead with upstart ... it doesn't have a
purge target.
It could though, but then it'd be deleting configuration files from
other packages.

This is tricky to handle for apport. It will never create more than 5
reports for the same binary in 24 hours, and it runs with nice level 5,
so it already has some boundaries. OTOH we do want reports about apt-get
crashing.
I think I will further narrow down the number of reports that may happen
I am getting the testcard. The progress bar works, but not the boot
messages. I do not get the intended Ubuntu theme.
I do not get any message about a theme for my resolution not being
available.
