tool would be worth it this go around.
I'm sure that someone will make something for 11.10, maybe even in a
PPA for 11.04.

No, ccsm should not be installed by default. There are no options in
Unity through CCSM which are encouraged for end-user experimentation.
Anything there can and will be altered and removed. It's there to help
us explore options and gather testing feedback. So please do not install
ccsm by default.
