More info:
in the X screensaver the timeouts for standby, suspend and off are
indepentently set.
standby and suspend work as expected.
but the "off" mode just seems to switch off the signal and the monitor
does not recognize this as an off mode, and shows a no signal message.

xset does behave the same as gnome-screen-saver, so it seems something
else is wrong.
I've installed xscreensaver and that seems to be working fine, the
display goes into suspend and I don't get the no signal complaint.
