Thank you for taking the time to report bugs and trying to make Ubuntu

The workaround you are applying is an ugly work around that leaves
powernap unusable, in case you are using it.
However, the issue of this might be caused because the script that
offlines CPU's has executable

My machine is a desktop (AC only). I will try the powernap permissions

Disabling powernap (chmod /usr/sbin/powernap*) helps when on AC
power, but the system still panics wen the second core spins up from a
battery->AC transition.
Problem has existed for a month or so, but thought it was possibly my
stsem previously, and more or less worked-around by disabling po
