I have fixed this issue months ago by install a fresh ubuntu 12.04. But I
don't know why this is happen last time.

use those drivers so I cannot reproduce this, but you can help us gather
the needed debug information if you do not mind. Please try running
Software Center in debug mode from a terminal window as follows:
$ software-center --
Steps:
1. download ATI driver from the offical web site
2. Install the ATI driver and encounter error
3. Install the ATI driver from ubuntu (additional drivers) and encounter error.
4. Uninstall from ubuntu software center
5. Install from ubuntu (additional drivers) again, still error happend
