Same here, Ubuntu 12.04. Some times the dropdown menu is complete,
sometimes not. Restarting nm-applet fixes the problem.

I have the same problem as shown in the screenshot by Clayton. I think
it occurs afters suspending and/or hibernating. The command 'killall nm-
applet ; nm-applet >/dev/null 2>/dev/null &' indeed fixes the problem.

I had this issue in 12.04 and continue in 12.10. Restarting the applet
continues to work as a workaround.

I had filed a bug that is a pretty close match to this one except that I
see the VPN Connections main menu entry but when hovering over it the
sub-menu items are missing and the only thing visible is a little sliver
of the sub-menu. You can see a screenshot attached to this post.
