I can try again to give it some more time if it tries again, but I did
not see any CPU or disk activity that indicated that it was doing
anything.

When apparmor is upgraded, the cache is cleared and all the profiles
recompiled. Depending on the system, this can take a while-- eg, one
minute or more. How long did you wait for the command to finish?
