Actually ... it is useful to display the whole tab as well as a +, as
you can then easily drag it into another window.
At the moment if I want to drag it to another window I have to create
another temporary tab and drag the first one.

No, because there still should be a convenient way to create a tab.
Ideally if there is a + button, when there is only one tab it should be
on the same line as the menu bar to not take up any more vertical space.

This seems to be fixed. Shift+Ctrl+T opens a new tab and there is a
close button on each tab. What would be the reason to show tab if there
is only one? Shouldn't this bug be closed?
