This still happens as of now. I've upgraded everything and it won't let
me reorder tabs in regular or 3D Unity.

I use the cairo-dock session and it doesnt work either.
I just upgraded from 11.10 to 12.04.

I can confirm this, but it seems to be unity specific. In Unity 2D I
have this issue, but in Xfce I do not.
