I also have this problem.
I am using Ubuntu 7.10 Gutsy Gibbon with Mozilla Firefox 2.0.0.8 and have
exactly the same problem.
In Windows XP this works perfectly.

Sorry but have to reject this as normal behavour. i tested this on
dapper, edgy.feisty, and debian sid and none of them i can use the
bookmark menu to move bookmarks, I have to use organize bookmarks or
manage bookmarks.
