No, removing the packages "network-manager" and "network-manager-gnome" is a workaround for this bug. It's also a workaround for bug #97520, Gaim being unable to autoconnect on startup. Of course it's not a fix for either bug. I'm using a Fritz!X USB ISDN card, with CAPI4Linux and the fxusb driver
