This is because on your system "Control" is being described as
"Primary". I believe this is fixed in trunk - are you able to test that?

It happens to other keybindings as well, like split_horiz and
split_vert, even if the modified keybinding is stored in Terminator's
config file.
~/.config/terminator$ cat config
