It's most definitely a bug. In the Keyboard shortcuts overlay, Ctrl+Super+Down
offers the following description
"Restores or minimizes current window"
Current behaviour is in variance with the description. It only Restores the
current window.

Thank you for your bug report, not sure if it should minimize but those
keybinding changed from super to ctrl-super-arrow, doing bottom twice
still doesn't minimize though, not sure if that's a bug or a feature
