I run it on PC with 8GB DDR3 memory. When I used 4GB and on my laptop
with 2GB its too long.

Hi Nicholas, and thank you for your report. It would be useful to get an
idea of the startup time values you are seeing for Software Center on
your machine. Could you please open a terminal and start Software Center
with the following switch as shown?:
$ software-center --measure-startup-time
