This is still an issue on Precise Pangolin (12.04 LTS). It occurs rougly
every minute. LAN port eth0 is unplugged. Syslog excerpt for one cycle
follows:

NM depends on netlink which depends on the hardware driver properly
reporting carrier presence -- this would be a driver bug for the
particular ethernet device on that board.
