There's dyndns package, which claims to have supported no-ip.com at some
point (2003?), I have no idea if it still works for no-ip, but it is
available in precise.

I confirm that the oneiric .deb works on precise, will we have a version
for precise ? will noip2 work for future release or I should consider
another way for dynamic DNS on ubuntu???

It seems to have been dropped from Debian stable and testing. It is,
however, still available in Debian unstable.
You could try to install the Oneiric .deb directly in Precise, it should
work.
