The behaviour you are observing is the correct one per design.
If workspace has one window that one is activated, if it has more the
workspace will be "half zoomed" so you can better select which window
you want to activate.

There may be a misunderstanding in what the issue is.
The behaviour of a workspace when there are multiple applications
running in a workspace is different when there is only one application
running in a workspace.
Best way to see the issue is:
1. go to one of the workspaces
2. Launch multiple ap
This behaviour is by design actually. The idea is that if the user
clicks on a window in the workspace the workspace will be activated,
zoomed in fully and the window focused. But if the user clicks on the
workspace it's only to check more closely all the windows that are on
it. Double clicking on

I'll post a video of the issue a little later. I am not sure if it's a
unity issue or a gnome-desktop issue.
