I can confirm, that this bug is still present in Ubuntu 15.10: Upon
system start, a crash of 'mediascanner-service-2.0' was reported, and
the crash dialog claimed that mediascanner package was never upgraded
since Ubuntu 11.04, which was the Ubuntu version originally installed
when I got my laptop

Upgr
I upgraded to oneiric 2012-01-09. After some time i update muon and have
some bugs, in result of this bugs i disabled checking new versions of
ubuntu in /etc/update-manager/release-upgrades and forgot this.
Yesterday i tried to upgrade to precise, but do-release-upgrade and
kubuntu-devel-release-up
UpgradeStatus is not when you first upgraded to a release but rather
when you last did. When you are running the development release
multiple distribution upgrades through out its life cycle.
