Is this still an issue? I just tried to reproduce it with the following
results:
sudowned@jarrah:~$ sudo add-apt-repository ppa:foobar/foo2bar
Cannot access PPA (https://launchpad.net/api/1.0/~foobar/+archive/foo2bar) to
get PPA information, please check your internet connection.
