This is fixed on Gutsy Gibbon using both the adduser command line and
the Users and Groups application under System -> Administration.
I tested both and any files in /etc/skel were copied as expected.

Thanks for your bug report. I'm not sure where this belongs, but I think
debinst is closer to the problem than adduser.
