ia32libs was in a transitory state and uninstallable for quite a while
in Precise. However, you should be able to install it now. Could you

Hi all, this issue is stopping me from installing skype on 64bit
precise. When I try install skype it complains about ia32-libs which in
turn complains about ia32-libs-multiarch. Any workarounds or update as
to when this will be fixed?
