BTW: I haven't had a chance to test this in feisty yet. I can only
confirm that this happens in edgy.

Yeah, it looks like this line is the problem:
url.Append ("&attach=" + tmp_path);
in SendEmail.cs
I looked up the source from the latest in
http://svn.gnome.org/viewcvs/f-spot/trunk/src/SendEmail.cs?view=annotate
and the code is substantially changed in the
