alright, I thought the bug was to be able to totally remove the panel on
secondary monitor. now I understand the issue and its bug 734908

I don't think that it's supposed to be designed to come on top of your
movie that's running full screen on the second monitor when you're
clicking on another window in the main monitor

Currently having panel on both screens is how its designed. the reason
for that is to avoid the travel from one screen to another to access the
menu of the app. For the ability to change that behavior I am confirming
this bug but its not something Unity team would be working on but
community contri
