This header was restored at least as far back as precise. So am closing
this out fixed.

Ok confirmed that although the header is in the kernel header package it
is not packaged into linux-libc-dev. From what I can see this is an
upstream issue as the kernel build misses this header out when
installing. Will try and acertain why it would be elided.
