I thought that something was missing in the panel, because I couldn't
put icons on it anymore (the gnome-classic 'no-effects' version). But it
turned out that you need the Alt key to drag icons into the panel. This
was probably in some manual that I never read.

In Gnome 3 Panel, you should hold Alt key and then right-click the
panel, instead of just right-clicking. Also, dragging a shortcut from
the menu still works.
Does this solve your problem?
