I suspect this is due to incomplete ogg support in ffmpeg.
You could try converting the file to another format. Also, please see

It happens in the final exported file as well, the original videos are
fine during playback. I guessed how much I wanted to clip off the end
and got it where I wanted it, but the same issue happened where it's
stuck on one frame for several seconds, even though I tried to clip that
part off
