libfile-rsyncp-perl needs to be backported first as Scott says. backuppc binary has sysv-rc (>= 2.86.ds1-14.1ubuntu2) dependency which cannot be satisfied in dapper. The strict sysv-rc versioning is needed for "dh_installinit -- multiuser" call in debian/rules (this probably refers the change " -
