This still seems to be an issue with Thunderbird 60.4 and Ubuntu 18.04.
If I move Thunderbird to the secondary monitor and close it (not
maximised) it will re-open on the primary monitor maximised. I'll look
for an upstream bug report.

This is now particularly annoying with the Unity interface as
Thunderbird keeps starting in such a position that it pushes the
launcher off screen.
