@Michael, I have an Apple keyboard. If I open current keyboard layout
and hit right Alt on the keyboard, Compose key flashes, but a moment
later Dash opens up, and composing function cannot be used.

Are you sure you didn't change any other layout settings? Compose works
fine here when set to right Alt. Maybe you've moved Meta to right Alt,
too?
