I had a similar issue but with the "Scale" Compiz plugin when clicking
the lower-right corner after a reboot. Following Diego's suggested
work-around substituting "Scale" instead worked for me. So my persona

It seems like unityshell plugin is rewriting the expo plugin configuration.
You can work around the bug by setting expo plugin to be loaded after
unityshell:
Just edit /apps/compiz-1/general/screen0/options/active_plugins key in
gconf-editor and place expo under unityshel
Status changed to 'Confirmed' because the bug affects multiple users.
