I see two problems here:
- the debian/rules file does not call dh-translations
- intltool-update -p fails because of the <@ANNOTATE_OWNER@/> tag in the
policy.in.in file.

A correction: the issue is explained by a .ui file missing in
POTFILES.in from the upstream g-c-m package. Nevertheless, translation
file is still missing from colord package, so please don't relax :)
