I confirm, this bug affects me. I tried to copy /usr/lib/fglrx into
usr/lib64 but after aticonfig --intial -f I got the error about wrong
permissions for this new folder. Something like there has to be no write
permissions for group and others. I tried to disable such access, but it
did not help. S

I had this problem too, but I created /usr/lib64/ directory and copied
the /usr/lib/fglrx/ in it. But now I have a different probem, Xserver
will not start. Here is Xorg.0.log:
