i noticed this as well after upgrading xubuntu 7.04 -> 7.10. i tried
GNOME, and all was well... except it was GNOME. go back to my familiar
XFCE, and the password dialog boxes take forever again!

I can confirm this bug it just started happening in the last update
or so. after entering you password to enter synaptic and such the
system hangs for quite a while before continuing on
