I was wrong yesterday, and you are right - lxdm does read "Language" from .dmrc
if available.
I have prepared a branch that fixes both that issue and a couple of
other locale/language related issues. It would be great if you could
review the MP soon, because I think it's "critical" enough

The .dmrc file you show has not been created by GDM in Oneiric, but
probably in Natty. Actually I don't think that GDM 3 cares about ~/.dmrc
at all, and I doubt that the behavior you mention has anything to do
with that file.
You can easily test my theory by removing ~/.dmrc and see if
