This warrants some concerted effort from both QA and certification;
something more encompassing than can be expressed in a bug. A blueprint
perhaps? Anyway, since it's not really a feature or bug for checkbox,
but rather a pretty large undertaking, I'll mark as Invalid for

Marking won't fix on the ubuntu-qa-website side as
testcases.qa.ubuntu.com is going away.
There will then be two sources of testcases:
- QA tracker for the manual ones (with an API to retrieve them)
- UTAH for the automated ones
