This happens when you try to switch users.
Switching to terminal and restarting the lightdm service results in a
lock-screen of the first user, from which you can log back in.

occurred here when I tried to switch user. When I entered the password
there was no response after several minutes and no way of progressing or
rolling back the process. Had to force a reboot from a terminal.
