* debian/synaptic-pkexec: use /bin/sh, not /bin/bash.
* debian/rules: install synaptic-pkexec wrapper to /usr/bin, not
/usr/sbin as it may not be in the path. (LP: #824
I think it could be a path problem.
I change this line in synaptic.desktop
Exec=synaptic-pkexec
with
Exec=/usr/sbin/synaptic-pkexec
And now it works.

Do you get an error message if you try launching "synaptic-pkexec" from the
command line?
What about if you try launching "pkexec synaptic" from the command line?
