It's clearly an issue with system wide add-ons installation.
The latex add-on is enabled in vim but not cream when it is installed system
wide ( sudo vim-addons -w install latex-suite )
The latex add-on is enabled for both vim and cream when it is installed only
for the user ( vim-addons install
Confirmed in latest Ubuntu dev release - Intrepid Ibex.

the problems persist in my machine with Kubuntu 8.04, Cream 0.39 and
Vim version: 7.1.138.
Actually just a few weeks ago, I discovered a workound: if I download
the .tar.gz from the VIM-LaTeX web site and install it as describe

Same problem on my Dapper machine using gvim 7.0.35, cream 0.38, and
vim-latexsuite 0.20041219. Menus appear in gvim but not in cream.
