runtime detection

the lame build-deps, we should either add lame as a binary dep so the
user doesn't need to search for this manually, or continue with the old
delta where we add the build-dep and the binary dep gets added

The old Ubuntu delta (to include lame in build-deps) isn't needed
anymore.
New version uses lame when libmp3lame0 is installed.
