Public bug reported:

I started the Lubuntu 11.04 installer from CD. I partitioned by disk and
used the JFS filesystem (seeing that it was one of the choices listed to
me). Then when the installer tried to actually create and format the
partitions, it failed!  Seemingly because the jfstools package is not
available in the Lubuntu CD or something.
Doing the exact same setup (partitions and jfs filesystems) using the
Ubuntu 11.04 (desktop or alternate) CD's, it work fine.
