packaging-dev is now available in Debian unstable. It will be synced to oneiric soonish. I filed bug #798972 to update the Ubuntu packaging guide. If setup-packaging-environment does not do what it is supposed to do, please file individual bugs against it (e.g. check this, setup that). ** Changed

There's a script `setup-packaging-environment' in ubuntu-dev-tools that aims to do this. It should certainly be updated, but that might be a nice place for someone to start. The maintainers of ubuntu-dev-tools have been talking about improving it recently as well. I'll reassign this bug there as th
