I also had this problem and I also have a custom /etc/issue file. What
is strange is that I have had the custom /etc/issue file for a while now
and this problem started last night after I ran "e2fsck -fD" on my HDDs.
Another tweak that I did that might have caused this problem is I added
"clocksou
The correct package for this bug is kdebase which provides kcontrol.
Additionally, I have tested this using kdebase version 4:3.5.9-0ubuntu1
and was unable to recreate the bug. Subsequently, I am setting the
status to Fix Released as it is fixed in Hardy.

I ran into the System Services module not loading problem with both
Feisty Fawn and Gutsy Gibbon. I have figured out what my problem was and
can work around it.
In my case, the Python script /var/lib/python-
support/python2.5/serviceconfig.py could not find the rc#.d directories
on the file system
Fix found in Linux Mint Forums, user clem, 15 Nov 2006:
"sudo aptitude reinstall kde-guidance"
now all the modules in kcontrol work!

I see the same problem in Feisty Fawn. Does this depend on avahi
(zeroconf) at all? I am not using/running the avahi-daemon. This
output comes after creating /etc/rc.d and also the symlinks mentioned
above.
$ sudo serviceconfig
X Error: BadDevice, invalid or uninitialized input device 167

To get useful meessages, you should run
$ serviceconfig
in a terminal.
The problem seems to be the missing files in /etc/rc.d
I created this directory and put symlinks into it:
$ sudo mkdir /etc/rc.d
$ sudo ln -s /etc/rc0.d /etc/rc.d/
$ sudo ln -s /etc/rc1.d /etc/rc.d/
$ sudo ln -s /etc/rc2.d /e

I have just today gotten exactly the same problem and get exactly the
same error messages when I run kcontrol.
I installed a number of software packages the other day - Eclipse with
Perl and PHP plugins, the Subversion CSS with KDEsvn client, the Liferea
RSS reader, Streamtuner, Streamripper with
Happens here, Edgy & KDE 3.5.6 with the same message (but localized).
The message I get:
kbuildsycoca running...
Pythonize constructor -- pid = 21291
Python interpreter initialized!
Pythonize constructor -- pid = 21291
ImportError: No module named serviceconfig
error: ***failed to import module
I attached more info on this bug and therefore changed the status back
to 'needs info'. I suppose it still exists but is quite rare?

Thanks for your bug report. I am currently unable to reproduce this
error though . Could report back with the specific packages versions you
are using? (i.e. 'dpkg -l kcontrol' and 'dpkg -l kde-systemsettings')
Additionally the error message mentions "OSError: [Errno 2] No such file
or directory:
