Okay, I think I might be having the same problem as you, dart, also on a fresh
install. For me, ratings only appear after I open a package's details page.
Then, if I return to the list, the rating for that one package is shown.
Also happens on a fresh user account, so this isn't a user configurat

I don't know if this is related or not but maximum rating displayed for
any application is 10 onlyChromium, GIMP, VLC, Firefox all show a
rating of 10 while actual is quite higher. Should I file a separate bug
for this? Here are some screenshots:
