Happens to me in Evolution with Chrome as the browswer, otherwise very
much as originally reported, including a visible row of tabs and the
resize to correct things behaviour.

This happens to me with Gwibber, there is a gap about the size of a
titlebar, and the mouse events don't go to whatever control the mouse is
pointing to, but seems to be offset by the size of a titlebar.
