It's configured through the theme now.
Open /usr/share/themes/Ambiance/metacity-1/metacity-theme-1.xml and
change the tags for the shadow for the active and inactive
window.

The active window's shadow is not changeable; compiz configuration doesn't
affect it and any other way to control it is not apparent.
