Same problem for me with 2.6.20-2 and 2.6.19-7.
Only fix was to install initramfs-tools 0.69ubuntu25.

BTW, the root= line in my grub config is of the root=UUID= variety.
It looks like the error may be caused by the new ATA drivers and the old
ones trying to claim the same device Is there a kernel parameter I
can pass to disable the new drivers?

You can try to chroot into your current root partition and temporarily
install 2.6.19 kernel if it's still in archive or try to install newest
initramfs-tools from http://archive.ubuntu.com/ubuntu/pool/main/i
