The work-around is to reset the toolbar to default then re-customize it.
I confirm this bug upon the latest update to Kontact 1.99 KDE 3.59 on
Ubuntu 8.04. It's more of an annoyance to me, however technically I
guess it *is* a bug.

I have been able to recreate this bug using the following steps:
1) In Kontact go to Tools -> Anti-Spam Wizard
2) Click next during the wizard
3) Click next again
4) Click finish
5) Click summary icon on left hand pane
6) Click mail icon on left hand pane
7) Observe the "What's This?" icon have mo
Try to add spam/nospam icons through antispam wizard. It would be best
to do it on new user, if you used antispam in the past. The wizard
should create ActionList: toolbar_filter_actions in kmail_parts. This is
the thing that is causing problems, at least for me.

Kontact toolbar messed up when
I tried recreating this issue by minimizing and maximizing Kontact from
the system tray as mentioned in KDE bug 97286 on Edgy (Ubuntu 6.10)
using Kontact version 1.2.3. However, I did not see the "What's This?"
button move. What other steps should I take to recreate it?
