Upstream recommendation is not to not restart dbus. If you need to
restart it restart your box or accept to get applications restarted.
There is an Ubuntu specification registred to work on that, it's not

Thank you for your bug. Restarting dbus dynamically is something not a
feature supported by upstream, application are restarted to connect to
the new bus when you do that and that's why you get a nautilus window.
