Hi!
I already updated the initrd.img after adding the "off" alias. After
that the initrd did not load the driver any more, but /etc/init.d/udev
did in a later stage of booting.
The "blacklist" entry is new to me.

Note that filesystem drivers are usually loaded by the initramfs, not
the live system;
you may need to run "update-initramfs -u" to make the modprobe change
fully take effect.

The line you need in /etc/modprobe.d/localhost is:
blacklist ata_piix
